These are the Royal Decree-Law on Basic Payment Accounts and the Royal Decree-Law on the Disclosure of Non-Financial Information. The first Royal Decree-Law guarantees the universal right of access to a basic payment account, which must provide a series of services such as direct debit of receipts, use of cards or transfers. For all accounts, The standard makes it easier for the client to know the commissions they pay and compare them in order to improve transparency. The second Royal Decree-Law obliges large companies and business groups to report on social aspects, diversity, environmental, respect for human rights and the fight against corruption within the management report that accompanies the annual accounts.

This evolution is mainly explained by the lower growth rate of the prices of energy products and, en menor medida, due to the slowdown in the prices of services and the decrease in the prices of non-energy industrial goods (BINE), partially offset by the faster growth rate of food prices, especially the unprocessed one. En términos intermensuales, the CPI has increased 0,9% en octubre de 2017, frente a la subida del 1,1% del mismo mes de 2016
